Transparency International Book Sprint

In 2016, Transparency International will start working together with several European Union members states to better manage and monitor the spending of EU funds. To do so they will implement Integrity Pacts (IPs), which are contracts between authorities, bidders, and independent monitors for public procurement procedures. Transparency International developed this tool more than 15 years ago to enable the civil sector to monitor procurement processes. It has since been tested in countries around the world.

Many of those countries are represented this week in Berlin at a Book Sprint next to Transparency International’s Secretariat office. In four days, the participants from Mexico, Zambia, Rwanda, India, Pakistan, Spain, Thailand, Hungary, Bulgaria, Germany, and Ireland exchange their experiences of how their local chapters planned, implemented, and evaluated integrity pacts.

The resulting document addresses specific practical questions gathered in a questionnaire previous to the Book Sprint by those who will start working with IPs at the beginning of next year. It discusses general considerations, different options, and real life examples at each stage of the phases of identification, preparation, implementation and evaluation of an IP.
